A layered Template (if you're lazy like me), mine is by Amy W. Designs and you can download it HERE, because it is no longer available on her site. Amy Watson allows sharing under the Creative Commons License, which you can see on her site.
Filters are in PSP plus Penta.com Dot and Cross, please google for this and stick it in your plug ins folder.
Font(s) of choice, mine are Plain Cred ,Neuropol ,Grid Exercise and finally Kingthings Wrote.
A mask with blurry edges, mine is dmsk0327 by Diana Todd.
You should have some knowledge of working with layers for this.
As I couldn't use any FIFA Logos for this tag I made a swatch of the colours they use for this years World Cup Logo. Right click and save it, open it in PSP.
Also open up the template, hide all the layers in the layer palette, except for the bottom one, activate that. Which is
Layer1: Floodfill with green from the swatch, and go to Effects/ Texture Effects/ Texture/ Grass at 100%. I'll just use the caps of the different thingies there, top to bottom, left to right. S0, D1, A0, S0, A231, I53, E30, which is probably the default setting (LMAO).

Layer2: Make it yellow! Use Effects/ Texture Effects/ Texture/ Fur with B25, D90, L11, T44, and it makes it blur!!

Layer3: Fill it with black. You'll see that the edges aren't quite so crisp. To fix this pick the Selection tool, choose the circle, with your cursor start in the center of the black circle and with the left button held, expand it until it's almost at the edge. If you're anything like me, you haven't got it quite in the center....hmmm. Click on Selections/ Edit selection, you'll get a red circle which you can move about until it fits. Then click edit selection again and invert the selection and hit delete on your keyboard. Voila, nice crisp edges. Deselect. Now apply the filter penta.com/ Dot and Cross to the circle.

Layer4: Fill with red.
Layer5 & 8: is a shadow.
Layer6 & 9: Leave it like that.
Layer7: Turn light blue.

Layer10 & 11: Make 'em darkblue, merge 11 down onto 10 and add a dropshadow.

Layer13: is a wee clip, lol.

Now hide all the top layers until only 1-6 are visible, merge those visible. To that new layer apply the mask. Merge group in the layer palette. Grab your text tool and write the text for the board with Plain Cred, create as vector so you can swivel it about the place. Apply an Inner Bevel, use the rounded piece of cake and settings W9, S66, D36, A-15, S20, white, A38, I40, E67. And a dropshadow.
Now place your tube as the top layer. Dropshadow. Repeat the text from the board at the top (Neuropol font), to center it properly create it as vector, then go to Objects/ Align/ Horizontal Center in Canvas. The bottom text uses Grid Exercise. Add all the copyright information legibly and finally add your name with Kingthings Wrote. To save a template for further use, right click the name layer in the layer palette and rename it to the name of the font. Save as a psp file. And again as a jpg.
