Mask I used Mask104_Kreations and Mask199_Kreations, I'm sorry, I cannot supply a link, I can't find who made them right now. If you know, please let me know.

Open a blank canvas 550x550. Open the kit in windows and get a frame. Paste it onto your canvas and resize to fit. Take your selection tool and select a square on top of the frame. Take a paper and paste it onto your canvas, move it underneath the frame and invert the selection, press delete on your keyboard. Keep selected and paste a close up of your tube onto the paper layer, resize and position to your liking and press delete on your keyboard. Deselect. Change the blend mode on the tube layer, I chose hard light.

Now you should have raster 1 still blank, floodfill with a prominent colour from your tube. Apply a mask to this layer, I used Mask104_Kreations, merge group. I now pasted the firework pngs 1 and 2 on top of the colour layer and used mask199_Kreations on those layers. Merge group. I pasted fireworks3 on top of the frame. Now paste your full body tube and move it to one size. Give the frame and the tubes a dropshadow. Now decorate the rest to your liking, don't forget dropshadows. When happy, crop merged opaque. Resize if you wish, add all credits. Add a quote to the top of the tag with the colour from the background and a colour from the kit. Add your name with the colours inverted to the bottom. Save as png unless you wish to animate, in that case, add a new layer at the very bottom and floodfill white.

Make 3 copies of your name layer. Take your magic wand, feather and tolerance to 0 and click into the inner of your letters. Hide the top two layers and make the bottom name layer active. Apply Xenofex2/Electrify. Leave the Basic at Default. Change the Glow: Inner to colour from your background and Outer to white. Go to the middle name layer, apply Electrify, clicking once on the random seed button, and the same for the 3rd layer.

Open AS, Hide the top two name layers in psp again and copy merged the tag, paste as new animation in AS. Hide the bottom name in PSP, unhide the middle one, copy merged, paste after current frame onto tag in AS. Do the same with the 3rd layer, not forgetting to hide the center layer first. The ani is a bit quick at 10, go to Edit/Select All and change Animation/Frame Properties to 20. Save as gif.

My second example has art by Maryline Cazenave, isn't that kitty cute!!!. Maryline is signed with CDO. The kit is the same, I used the gold elements this time. The font is called Island of Misfit Toys.
