You should have some knowledge of working with layers for this.
Open the oval frame, resize all layers, change the resolution to pixels per inch, set it to 72,000, set the percentage to 100. OK, now resize again to 80%. Increase the canvas size to 550x550 centered. Click into the frame with your magic wand, selections/modify/expand by 4, selections/invert. Paste a paper as a new layer underneath the frame and delete on your keyboard. Also take your tube and paste it onto the paper as a new layer, delete and deselect. Add a dropshadow to both the tube and the frame.
Paste a light paper as the bottom layer and apply the mask to it, merge group. Now paste the glitter splatters, but resize them, 80% two or three times. I moved one to the top left, copied it and flipped and mirrored it. The other I pasted opposite the first and did the same, cool, huh? haha
Next I grabbed the leaves, I resized those 60% twice, Same with the flower, give both a dropshadow. The clock was resized 60%, move it below the flower/leaves. The crow was resized 50% and then 60%, I mirrored it. I also mirrored the ribbon and resized it 60% and 75%.
Now make your tube layer active, it should be raster 3. Make a duplicate of that layer, apply gaussian blur at 6. Apply Fantastic Machine/PaintEngine. I hit the randomize button a few times, till I saw what I liked, cos I don't know how to use those sliders, lol. These were the settings I used in the end.

Change the blendmode of that layer, I chose Hard light. Now for the text in the ellipse, I do it a funny way, but that is easiest for me, in another psp version my text always got stuck on my frame, so I tried that and it worked. ;o)
Take the Ellipsetool, make sure you choose ellipse, not circle. Create on vector, antialias checked, show nodes checked. Draw out an ellipse with stroke only, go to Objects/Align/center in canvas (this only works on vector objects btw), adjust the size if need be with the nodes. If you moved it, align again. Click the apply check thingy. Do not convert this to raster layer. Instead add a raster layer over it.
Now take your text tool, create on vector and hover your mouse over the center top of the ellipse until you see an A with a half moon under it. Click now. Add your text, copy and paste it if it's too short to go round, but not all the way. You want it like an arch. You may have to try a few fonts and sizes to get this nice. ;o) Once you're happy, convert to raster layer and add a dropshadow. Delete the vector and the raster layer above it.
Now credit the quote, also add credits for the art and kit you used. I used FFF Harmony for my art credits. Now add your name and save as a png.
For my second example I also used Tiffanys art and the same kit, the mask is OtherworldFaeSabreMask2 and the font is AfterDarkBB.
