You should have some knowledge of working with layers for this.
You need two tubes the same, one coloured, one monochrome. So you need to use either an artist that offers both, or an artist whose tubes you're allowed to turn monochrome or colourize, depending on which you're starting with.
I started with two tubes done by the artist. You must make sure they are the same size image and canvas!!
Open both of your tubes, duplicate the monochrome one and copy and paste the coloured on top of it.
Make sure you can see your entire layerpalette, so you can see the chainlink symbol. Change it on both layers from none to 1. Now you can move the tube layers as if they were one.
Duplicate your coloured tube, unlock that layer and move it to the bottom. Apply Muras Meister Copies with setting H Tile-Circle.
Now blur with Gaussian Blur set to 9.
Apply Kang 4/ bubblecross waves. I used these settings: 111,111,70,70,255. Apply this again.
Go to your preset shapes, I chose a heart shape. Draw it out as vector, with the fill active, on top of the background. Make sure the tube fits in, remember you can move it. When happy convert to raster layer. Select all/Float/defloat/invert. Activate the background layer and hit delete on your keyboard and deselect. Delete the layer with your shape.
Apply Eyecandy 4000 Gradient Glow to the shape, I used these settings: Width 9,02, Corners 45, Opacity 100, colour from your tube.
Then apply VM Natural Sparkle, change the max size to 12. Crop the tag merged opaque.
Add a new raster layer, send to the bottom, floodfill with a colour from your tube. Apply the mask, merge group. Duplicate this layer and flip it.
Resize all layers 85%, sharpen/unsharp mask with 0,68 , 55,2 unchecked both tube layers. Also apply dropshadows to both.
Add a quote that goes with your tag. Add all credits legibly.
To animate unlock the tube layers again. Activate the coloured tube, which should be the upper of both.
Copy merged and paste into AS as a new animation.
In PSP drop the opacity of the tube layer to 75, if you have trouble with the slider, you can move it also with the arrow keys. Copy merged and paste in AS after current frame.
In PSP drop the opacity down to 50, copy merged and paste in AS after current frame.
In PSP drop the opacity down to 25, copy merged and paste in AS after current frame.
In PSP hide that layer, copy merged and paste in AS after current frame.
In AS zoom out, so the tag goes small, hold the Ctrl key and click on frames 2,3 and 4, copy and paste after the last frame. Leave selected. Go to Animation/reverse frames. Edit/Select all. Animation/Animation properties, change to opaque/white. Animation/Frame properties, change to 35. Zoom in again. Save as an .mng file as your blank.
In PSP add your name to the tag with all the desired effects. Copy and paste that layer as a new animation into AS. Duplicate for 8 frames. Copy and paste into selected frame on your animated tag. Save as a gif.
My second example uses art by Gennadiy Koufay, formerly signed with CILM. I used the fonts MrDafoe and MrLeopolde.
