A Scrap Kit, mine is by the awesome scrapdesigner Seven, Summer Memories and you must purchase it to get creative with it.
Font(s) of choice, mine is Milk Script
Masks: Becky_Mask041 (an edge mask) and Washed Out Mask by Shereen
Filters: AAA Frames/ Foto Frame and Eyecandy 4000/Glass
You should have some knowledge of working with layers for this.

For the tag open a canvas 500x500, for the forum set open one canvas 150x150 and one 600x250. Unzip and have the kit open in windows. Drag what you need from the kit into PSP.
Copy and paste paper21 into your canvas. Crop merged opaque. Now paste frame02 onto the paper, for the forum set I rotated it 90 degrees and cut off the hangy triangle with the selection tool and delete. In the avatar move the frame so just one square shows. Crop merged opaque again here. Resize slightly if you like. Now click into all the frames with your magic wand, modify/ expand by 2 and invert the selection. Paste paper14 as a new layer and move underneath the frame in the layer palette and hit delete on your keyboard. Do exactly that with your tube also. On the forum set you may have to select the frames individually for the tube if it's a tall one rather than a wide one. Deselect. Add a dropshadow to the frane and merge down until all frame layers are one.

Now decorate the frame with weeds and flowers, some string and whatever you like, see my work for reference. Be very sparing decorating the avatar, I will not add anything else to mine. When you're happy merge the decorations with the frame layer. Make the paper layer active and paste another paper on top, I chose paper20. Crop merge opaque. Use the Becky EdgeMask,so the top paper gets torn off. Merge group. Mirror the paper and use the edge mask on the other side. Merge group. For the tag only rotate the paper and do those two edges also. On that layer also use the washed out mask, so the middle of the paper disappears in parts. Add your tube and other decorations you fancy. Don't forget to add dropshadows as you go. When you're happy merge all visible and crop merged opaque. Apply AAA Foto Frame, Settings Solid Yellow, width 4. Select that border with your magic wand, Tolerance and Feather set to 0. Floodfill with a colour from your tube. Apply Eye Candy 4000 Glass with these settings. Do the frame also on the avatar.

Resize the tag if you desire, add the copyrights and your info. Now add your name with a dropshadow. Open Animation Shop. Cut the name from the tag and paste as a new animation in AS.
Then click Effects/ Insert Image Effect and scroll to Underwater. Set the effect length to 2,0 and the frames/second to 10. Now click on customize. Set the parameters as below and pull nodes from the center, see screenie for reference. Click OK. And OK again. You should have 21 frames now, go to frame 1 which hasn't changed, click on it and delete it. Run your animation, leave it as is, if you like the effect or undo twice and start over.

Go back to PSP and copy the tag merged, paste it in AS as a new animation and duplicate the frame until you also have 20 tag frames. Click Edit/Select all on tag, and then on name, copy. Go back to the tag and paste into selected frame. View the animation and save as gif. Do the same for the forum set or avatar.
