A Scrap Kit, mine is 'Annegret' by Seven's Scraps, you need to purchase this great kit. You need a notebook and a pen if you use another kit.
Font(s) of choice, mine are ExxPresleySH and Dr.Sugiyama for the second example.
Filters Xero Fritillary

Brushes Doodles and Wordart
Open a new canvas, 550x500 and paste one of the papers into it. Take one of the notebooks, resize by 80% and add a large blurry dropshadow. Resize your tube so it fits on the paper of the book. Add a small dropshadow and duplicate the tube layer.
Apply Blur/Gaussian Blur set to 10 to the duplicate layer. And then Xero Fritillary at default (5,30,10,0). Change the Blend Mode, I picked Hard Light.
Highlight the notebook layer in your palette and add a new rasterlayer on top. Choose a pencilly grey as your fill colour and load your brushes. Apply doodles and wordart to the paper of the notebook. Try not to go over the edges or flowers. Hide your background paper layer and merge visible.
Add embellishments from your kit. Add dropshadows as you go. I added Flowerdust on top of the paper layer. And on top of my notebook I used a glitterframe, a ribbon, flowers and the bracelet. Resize the flowers all at different percentages, they shouldn't all be the same size on your tag.
Hide all the layers above and including the notebook. Merge the others visible. Now Hide that merged layer, unhide all the others and merge visible, so you're left with two layers. Unhide the bottom layer and make it active. Apply a nice decorative mask that gives it a pretty edge. Merge group. Make the top layer active and add the pencil as a new layer. I rotated mine with the raster deform tool. Add a dropshadow. Merge visible and crop merged opaque.
Resize now if necessary or desired. Sharpen/Unsharp Mask at 0,68 - 55 - 2. Add all credits legibly.
Add the name, give it a dropshadow. Duplicate the layer, on the duplicate Blur/Gaussian Blur at 6. Apply Xero Fritillary with the same settings as before. Change the blend mode. I chose lighten.
For my second example I applied Fritillary with these settings: 28, 30, 100, 36. I changed the Blend Mode to Multiply and lowered the Opacity.
