A Scrap Kit, mine is by Cinnamon Scraps and it's a freebie called September Morn.
Font(s) of choice, mine is P22 Corinthia

You should have some knowledge of working with layers for this.
This a big kit you need to resize everything to make a tag. Please go to my tut to resize the kit and then come back.
Unzip the templates and open Temp_1, make a copy and close. Open your tube, copy and close. I resized the template 80%. Delete the credit layer.
Hide all layers, but the bottom 2. Highlight the dark star layer.
Now you will record a script. You may have to put that in your tools first. Go to View/Toolbar and click on script. Now click on the little circle in that toolbar.
That will start your recording. Now Selections/Select All, Selections/Float, Selections/Defloat/ Selections/Invert. Once you did that click on the little floppy disk icon
to save your script. I named mine TempLayerSelect. That's it.
Ok, the dark star layer has a selection, paste a paper from your kit as a new layer. Hit delete on your keyboard and delete the original template layer. Deselect. Now go up to the next temp layer,
select it by pressing play on the script and paste a papers a new layer again. Repeat this for the back bracket, I deleted the swag stars, I'll put stuff from the kit there. On the front bracket I chose a plain paper.
Do not deselect yet, also paste your tube as a new layer. Delete and deselect. I changed the blend mode of the tube to Screen, choose what fits your tube and background best.
Change the big rectangle to a paper, delete the original layer, crop the whole image and move the rectangle down a bit, so it doesn't obscure so much of your tube.
Also move down the smaller rectangle and replace it with a paper as above. Delete the dots layer and the stars.
Now crop again and go to image/Canvas size and change the size to 600 by 600, centered. Go to the BG layer and refill white.
Now go up the layers, adding dropshadow and/ or glow. When you're happy, hide the BG and merge visible. Resize that layer 80%.
Move into the top right corner. Copy and paste your tube onto the canvas, mirror it. Resize 75. Move it below the merged layer.
If your tube cuts off like mine, select the bottom edge with your rectangle selection and feather to about 25, press delete until it blends nicely. Give it a drop shadow.
Paste a paper onto the BG layer, crop the tag so you have about as much space below as you have above the tube and apply the mask.
Merge group and a drop shadow. Delete the background layer and add some elements from the kit. Don't forget to add dropshadows.
Crop merged opaque and resize if your desire to. Add your credits legibly and also add your name. Save as a png.
