Tube(s) of choice, mine are by Joan Pelaez and used with a CDO license
Font(s) of choice, mine is A&S Blaze
Filters Neology Filter Pack
For this filter black and white tubes work best, but we can work around it, if you would like to use a coloured tube. Mind that when you animate, very colourful image will be very bad quality.
Open a new canvas, 600x250. Paste your tube as a new layer, duplicate a few times and move around your canvas, until it is covered. Merge visible. Adjust/Blur/Gaussian Blur at 11. If you have a coloured tube, go to Adjust/Hue and Saturation/Colorize and set both values to 0.
Now apply Neology/Checkered Tiling at default. Duplicate this layer and flip. Add your tubes and give them a dropshadow.
Add a new raster layer. Selection/Select all, Selections/Modify/Select Selection Borders at 6, antialis and both checked. Floodfill this with a medium colour from your background. Deselect. Apply Neology/Rotational Blender. Add this Inner Bevel.

Give it two dropshadows with both positive and negative values. Add all credits legibly. Possibly add a gradient glow.
Add your quote or name. Apply a dropshadow and Neology/Lineart at 8, 0, 0, 0, 3, 0 to one or both.
Hide the bottom layer. Copy merged and paste as new animation in ani shop. Unhide the bottom layer and hide the one above, copy merged and paste after current frame in AS. Edit/Select all, Animation/Animation Properties, change to 25. Save as gif.
