3 Tubes of choice, mine are by Cuddly Rigor Mortis and used with a CILM license.
A Scrap Kit, mine is an awesome freebie called Goth Chic by Grunge & Glitter and you must purchase it to get creative with it.
Font(s) of choice
Filters: DSB Flux, Eye Candy 5: Impact and Eye Candy5: Nature
Open a new canvas 680x680. Unzip and open the kit, open your tubes in psp. Go into the elements folder, click on the tagback and drag it into psp. Copy and paste onto your new canvas. Resize the whole tag by 70%. Pick a frame, paste onto the tagback. With your lasso tool draw a frame around each frame window, stay on the frame, invert selection and paste a paper, hit delete on the keyboard, take a tube and also paste it onto the canvas, resize it, so it fits into the frame, hit delete to get rid of overhangs. Repeat this for all the frame windows. If you use just two tubes for the four windows duplicate them and mirror, arrange into the other frames. Change the blendmode on each paper, so the tagback shines through. I used Darken, Multiply, Hue(L) and Difference.
Make a duplicate of each tube in the frame, apply dsb flux blast on the originals, direction so the stripes fly out of the frame, 20%. Also apply Eye Candy5 Impact, Brushed Metal, use the preset Linear Steel Darker. You can change the colour of this through Adjust/Hue and Saturation. I didn't, lol. Add a dropshadow to the duplicates and the frame. When you're happy with your layout merge visible.
Drag more elements into psp, I used the rabbit, the chick, a skull and the heart. Resize them, so they fit on the tag. On the rabbit I used a thin white corona from Eye Candy 5 Nature because it was hard to see against the dark frame and art. For the skull you use the raster deform tool, place the cursor on the handle bar and angulate the item. Add your main tube, I gave her a corona too and a dropshadow to all items. Hide the previously merged layer and merge visible. Unhide and activate the merged frame layer.
Now choose the rectangle tool, set to rectangle, create on vector, width 2, stroke colour red, antialias checked. Draw a rectangle around the frame, do not click on the check mark. Add a new raster layer, then pick the text tool, create as vector. Hold the cursor over the rectangle in the top center. Click when you see an A with a half circle underneath it.


Pick your colour, font and text, copy and paste the text in the text entry box until the text runs around the whole frame. If you get odd shapes at the corners you can place the cursor at the beginning of the text in the entry box and hit the space bar until you like the look. Apply.Convert to raster layer and delete the ratser and vector layer underneath. Crop merged opaque and resize the whole thing to your taste, add all credits. Save as a named psp file so can add different names. Add your name and save as a png.
