You should have some knowledge of working with layers for this, but it is a simple quickie.
Open a new canvas, 550x550 and floodfill white. Open the frame and resize 61%, 61% and 65%. Paste it onto your white canvas. Click into it with your magic wand
modify and expand by 2, invert. Paste the preview DecCC-2 into it, resize a little, and hit delete on your keyboard. Do the same with your tube. Deselect, give the frame
and the tube a dropshadow. Paste another paper onto the white background and apply the mask. Merge group and resize that layer 97%.
Now add elements of choice. When you're done, close out the white background and crop merged opaque. Resie all layer, I resized 85%. Add the credits legibly and also your name.
If you don't want to animate delete the white layer and save as a png.
If you do want to animate, select the frame layer. Apply Eyecandy 4000 HSB Noise with the setting set to Smooth fractal noise. Copy merged and paste into animation shop as a new animation.
Back in psp undo the noise and apply again, hitting the random seed button once. Copy merged and paste after current frame in AS. Repeat these actions one more time for a total of three frames.
Save as a gif.
For my second example I chose the art of Balung, who is also licensed through MyTubedARt. The font I used is MrDeHaviland and I applied DSB Flux Bright noise set to 50 to the frame.
