Tube or image of choice, mine is by PinUpToons, who is licensed through
CILM, you must have a CILM license and buy the right to use his tubes. This one was a gift XMas 07.
A pretty scrap kit with papers, frames and elements, mine is the Domestic Violence Awareness Kit by Seven's Scraps.
The filters Tramages - Tow the line and Rorshack - Ripleyer, google for those please, be patient, you'll find downloads. ;o).Drop them into your plug ins folder.

Font(s) of choice
You should have some knowledge of working with layers for this.
Open a new image 650x650, floodfill with white. Open the folder with the scrapkit, drag the papers and elements you want into psp. I'm starting with a paper.
Right click the paper, copy and paste as a new layer onto your canvas. Then go to Layers/ Load/Save Mask/ Load from Disc. I used WSL_Mask247 by weescotslass.
In the layer palette right click the mask layer and merge group. Image/resize, 80%, untick resize all layers. Now go to Effects/PlugIns and find
Tramages- Tow the line. Apply with 80, 54, 48, 9 reading down or fiddle about with the sliders ;o).
Open the frames and drag one into psp, copy onto your canvas and resize so it looks nice. Use the Selection tool, set to rectangle.
Draw a rectangle onto the frame as you see below and go to Selections/Invert.
Now, if you use a tube, open another paper and paste as a new layer onto the canvas. Hit the delete key on your keyboard. In the layer palette drag the paper layer underneath the frame layer.
Selections/Invert.I applied the filter Rorshack Ripleyer with the settings 96, 40, 2 and 1 to the paper. Now invert the selection again and paste the tube into the frame, you may
need to resize it. Hit the delete key again to get rid of the sticky out bits.
If you use an image, do the same as to the paper, the pic may look better without the filter or with different settings. Selections/ Select none.
Left click onto the frame layer in the layer palette and with a right click merge down until the frame is one layer with the art and maybe the filtered paper.
Add a drop shadow. Now find embellishments, resize them and place onto the tag to your taste.
I used another frame, filled it with a paper and two embellishments (the heart and awareness ribbon),merged down again, then I rotated it and applied another mask. I used BeckyMask023.
Now add your text, create as vector, place, rotate as necessary and then convert to rasterlayer.
For the name open a paper, with the text tool active click on the fill colour in the materialspalette. On the tabs at the top choose pattern and then click the wee arrow next to the active pattern.
Find the paper you opened. Set the stroke colour to match the fill pattern.
Add all the necessary copyright information and crop the tag. Activate the crop tool, x out the white background on the layer palette, (x on the eye). Then
snap crop rectangle to Merged Opaque. This way you crop perfectly. Unhide the white layer and save the tag as a psp file, be sure to add the name of the font to the filename.
Then save it again as a jpg. Or png, and wait for requests for your beauty ;o)
Here is another example using the same kit and an image by enchanted-black-rose, but it's not on her site anymore.
She may not like it anymore, but I thought it fits the theme.
