You should have some knowledge of working with layers for this.

Open a new canvas, 500x500 and paste a frame onto it, resize slightly. Click into it with your magic wand and expand the selection by 3, invert selection. Paste a paper underneath the frame and press delete on your keyboard. Now paste your tube and also press delete. Give the tube and frame a drop shadow. Now paste a paper above layer1, apply the mask, merge group. Floodfill layer1 with white.

Now decorate your tag with the elements supplied, don't forget the dropshadows and resize in small steps!
Add all credits legibly. Save your progress so far.

Open a new canvas, 100x100px, floodfill with a colour from your tag. I chose the blue from the flower. Make 2 copies of this, so you now have three ickle canvasses (or is it canvi?? lol).
To the first apply Xero Fritillary with these settings: 3, 39, 11, 30.
To the second with these settings: 3, 39, 11, 31.
To the third with these settings: 3, 39, 11, 32.
Now choose a fairly fat font for your tag. Set the stroke to a complimenting colour from your tag, set it to 2 or 3. Fill nil. Write out your name. Create on vector and convert to raster layer. Click into the inner of your letters with your magic wand (feather and tolerance set to 0), expand by 1. Duplicate 2x. Go to the materials palette and set the fill to pattern and choose the first pattern you made.

Create a new raster layer underneath your bottom font outline. Floodfill with your pattern. Make the outline above active and merge down.
New raster layer and again floodfill, but now with the second pattern you made. Make the outline above active and merge down.
New raster layer and floodfill with the third pattern you created. Again, make the outline above active and merge down. Add a dropshadow to each name layer.

Hide the top two name layers. Copy merged. Paste into Animation Shop as a New Animation. In PSP, hide the 3rd name layer and unhide the middle one, copy merged and paste after current frame in AS. In PSP, hide the middle name layer and unhide the 3rd, copy merged and paste after current frame in AS.
Edit/Select All and change the Frame Properties to 25. Save as gif. In PSP, paste all 3 patterns as new layers onto your tag and save, so that you have them for another time.

My second example has art by PinUpToons, who is also licensed through CDO. The mask is 543InsatiableDreams, the kit is Cowgirl Outlaw, a freebie by Scraps Dimensions and the font is WantAdSSK.

My third example features the art of Lorenzo Sperlonga, who is licensed through CDO. The kit is Peace and Love, a freebie by JaelopDesign, the font is Kinkee and thge mask is 547InsatiableDreams.
