Paintshop Pro (I use V9)
Tube of choice, mine is by Anna Marine and used with a CDO license
Font(s) of choice, mine are ValeriaScriptColaPen for the wordart and CKBella for my name.
Filters Mura's Meister Cloud, Xero Artworx and Radiance, Kang2, Filters Unlimited
Mask sg_butterfly-swirls by EssexGirl

Open a new canvas, 500x600 and your tube. Pick two colours from your tube, I chose #7b79ba and #a64c4b. Now make the blank canvas active and apply Muras Meister Cloud at Default. To this you apply Xero Artworx, I chose the setting Wedges. Effects/Edge Effects/Enhance. Duplicate this layer.

On the duplicate apply Kang2 Solar Fabric. Change the blend mode of this layer to Luminance (L) or whatever you like best. Merge these two layers visible. Apply the mask. Merge group. I used Filters Unlimited/LensFlare/Flare 10 on it.

Paste your tube and place it over the left hand frame, you may need to resize it to fit. Apply Xero Radiance and a drop shadow. Now I added the title of the artwork (Captivated by Silence) at the top, also with a dropshadow. Then I added my name and gave that a dropshadow too. Crop your tag and resize if you like. Now add all credits legibly. And save as a png.

Another example with Poison Whisper ;o). Canvas was 600x500 this time.
