Font(s) of choice, mine are Butterbelly and CoolDots 5th download.
Filters Muras Meister Copies, VM Distortion/ Flip Chop, DC Special/ Psych, Kang 1/Penzilla and Lokas Software/ 3DShadow.
A nice quote of choice. I looked for mine here
Open a new canvas, I used 600x500. Paste the full tube as a new layer. Muras Meister Copies, choose the setting line rorate. Then use Adjust/ Blur/ Radial Blur with these settings.

Next apply VM Distortion/ Flip Chop, Horizontal 17, Vertical 31. And Effects/ Artistic Effects/ Neon Glow. From the drop down menu pick Slight Tint. Duplicate the layer, on the duplicate apply DC Special/ Psych with the default setting. And Effects/ Distortion Effects/ Ripple with these settings.

Change the Blend Mode. I chose Overlay. Merge visible and Selections/ Select all/ Modify/ Select Selection Borders. Both sides, antialias, size 10. Promote Selection to layer. Deselect.
On the new border apply Kang 1/Penzilla with settings angle 167, light switch 47. To this you now apply Lokas Software/ 3DShadow. Shadow Position: Rear and the rest like this.

Paste the close up of the tube onto the background, underneath the frame. I changed the blend mode to screen. Close out the frame and merge visible. Paste the full tube onto the background also. Also apply the 3DShadow to that tube.
Now add your quote in a dark colour, I chose to write one word bigger than the others. Don't forget to mention the author. Merge the quote layers together. And Effects/ Edge Effects/ Enhance. Resize now if you so wish. Add your credits and name, add a shadow. You can leave it as it is or animate it.
To animate the text we'll use Effects/ ArtisticEffects/ Halftone. First use these settings on the quote layer.

Right click onto the tag, copy merge and paste in AS as a New Animation. Back in PSP, undo once and reapply the halftone filter, change the Screen Angles No1 to 63. Leave everything else as it is. You should see a chamge in the preview from the former setting. If you don't, please slide about until you do. Copy Merged again and paste into AS. Right click on the first frame and choose paste after current frame. In PSP undo and change angles No1 to 97. Paste into AS the same as the second frame. The animation was a bit quick for my taste. Edit/ Select all. Animation/ Frame Properties. Change to 20 or a speed you like. Now for the final animation part. Have all 3 frames still selected (bright blue outer), Effects/ Apply Image Effect. Apply effect by elapsed time. Scroll to Underwater and click on customize.

Put the settings on the left like me, then I just dragged out Waves until I had 15, very randomly really. Hit OK. Delete the first frame of your animation, it was not changed by the effect and will make the ani look jumpy. Watch your animation. If you like it, save as gif. If you don't, play with the settings until you do.
