Tube of choice, mine is by Jonathan Earl Bowser and used with a CDO license
A Scrap Kit, mine is Too High by CandyCoatedScraps and it's free.
Font(s) of choice, mine is HouseHolidayTTF and Teachers Pet for the credits.

Open a frame from the kit, I chose frame2. Copy by shift+D and close the original. Resize the canvas to 550x550. Take your magic wand and click into the frame. Selections/Modify/Invert. Paste your tube as a new layer, move it under the frame, resize and move until you're happy. Press delete on your keyboard. Take a paper from the kit, place it under the tube layer and press delete on your keyboard again. Deselect and crop to 550x550, give the tube and frame a dropshadow. Merge visible.

Take the full tube and paste onto your canvas, place over a corner of the frame, give it a dropshadow. Decorate your tag, I only used a ribbon, a butterfly and some leaves. Merge visible. Resize 85%.

Duplicate this layer. On the original go to Blur/Gaussian Blur at 16. Apply VM natural/Weave Distortion like below.

Colourise to a shade from your tag. Activate your foreground colour, click onto the colour you wish to colourise to. At the bottom of the Properties you see lots of boxes and numbers. Make a mental note of the values of H(hue) and S(Saturation). Close this dialog. Go to Adjust/Hue and Saturation/Colorize and put the values in the corresponding boxes.
Duplicate the weave layer. Apply Xenofex2/Constellation. Choose the Low Density Stars preset and keep original Image. Crop merged opaque. Paste a paper and move to the bottom. Apply the mask and merge group. Resize to as small as you like. Add credits and your name. Save as png.
