Tube of choice, mine is by Jennifer Janesko and used with a CDO license
Font of choice, mine is AL Professor
Filters Muras Meister Copies, Dynasty Software/Kissin Time, PluginsAB06/RearrangingThePaintings, VM Natural/Sparkle, optional gradient glow from eyecandy.
You should have some knowledge of working with layers for this.
Open a new canvas, 600x250 and paste your tube onto it. Apply Muras Meister Copies, Preset Wallpaper rotate. Now apply Blur/Gaussian Blur at 10. Apply Dynasty Software/KissinTime with these settings: 35,55,39. Effects/Edge Effects/Erode
Duplicate this layer. Apply Rearranging the Paintings, see my screenie for the settings in the top example. I changed them for the other.

Adjust/ BrightnessAndContrast/Brightness/Contrast, set to 78 and 9. Lower the Opacity to 50. Crop merged opaque. Selection/SelectAll, Selections/Modify/select colour range. Click on a colour in your tag, set to 20/20 and subtract colour range. Invert the selection.
Make 2 copies of this layer, to give you three.
Hide the top two layers and make the bottom one active, Adjust/Add noise, uniform, 60, monochrome.
Make the middle layer active and visible, add noise change to 61. One the third layer change it to 62. Select none.
Paste your tube and place it where you fancy, give it a dropshadow. Crop merged opaque. Add a new layer. Selections/Select all. Selections/Modify/Select Selection Borders. Pick inside, 8, antialias checked. Floodfill this with a colour from your tube, add noise. Deselect.
Now also apply VM Natural/Sparkle, size 6, I applied it a few times, each time moving the Random Seed slider a tad. Give this frame a dropshadow, and a second with the same values, but positive (negative). Make a copy of the tag, crop out a 150x150 portion. Merge visible and apply the same frame to it. Add credits legibly to both. Add your initial to the avatar and save that as a jpg.
Add your name to your tag, give it a dropshadow. To animate hide the top 2 of the layers with the noise.
Right click, Copy merged, open Animation Shop and paste as a New Animation. In PSP, hide the bottom layer, and unhide the middle one. Copy merged and paste after current frames in AS by clicking on the already existing frame. Hide the middle one in PSP and unhide the top layer with noise, copy merged and paste after current frame as you did with the second one. Save as a gif.
My second example also features the art of Jennifer Janesko. The font is Arizonia.
