Supplies:
Paintshop Pro (I use V9)
Animation Shop
Tube of choice, mine is by BezFaery and used with a PTE license
Font(s) of choice, mine is LTZapfino Four
Filters Muras Meister Copies, Redfield Water Ripples, AAA Frames/Texture Frame
You should have some knowledge of working with layers for this.
Open a new canvas, 600x250 and paste your tube into it. Apply Muras Meister Copies/ Wallpaper rotate. Then apply Blur/Motion Blur
at 102 degrees, strength 100%. To this apply RedField WaterRipples, I used the Pond preset.
Paste the tube again, place where you desire, add a dropshadow and crop merged opaque.
Apply AAA Frames/Textures frame to both layers, change the width to 8, stroke to 106 and Opacity to 61. Add credits and your name.
To animate you need to copy the watery layer and paste as a new animation in Animation Shop. Effects/ Insert Image Effects.
Choose Underwater. Change the length to 1.8secs and 6 frames per sec, making it 10 frames. Click on Customise.
Adjust your settings similar to mine. Click OK, when you're done. Play the animation, redo it if you don't like it. If you do, spread it out, so you see the single frames. Delete the first frame, it has no animation.
Go to Edit/Select all.
Go back to PSP, hide the layer you copied before and copy merged the remaining layers. Switch to AS and click on the lil icon, for propagate paste.
It lookes like 3 stacked fanned out papers. nect to the delete button. If you don't see it, go to view and switch on your tool bar.
With your mouse right click on the first frame of the animation and choose paste into selected frame, left click when all the edges match up.
You're done, save as gif.
My second example uses the artwork of PinUpToons, licensed through CDO.
I played with the Redfield filter til I saw something I liked. The font is called Tuna and Hot Dogs.
